Quite frankly, I decided to place the actual preface to the story as a small thing, but realized it had to be fairly lengthy. I am placing it as an afterward as I think most will be bored with reading it.
Now some insight. This story began all the way back in 1963 really. I know, long time ago. But then, I'm no youngster now.
I had read a book about a war in space. The war being between two opposing forces that were evenly matched. It was fun, but didn't seem right somehow. I mean by that, World War One was a stalemate for that very reason. It is a truism that war usually favors the defense. As long ago as the American Revolution, breastworks and artillery placed an attacker at a disadvantage.

The ships possess only 60% as much firepower therefore.
These ships were the nucleus of the new military that must one day defend the planets in the New Planetary Federation.
Also a diplomatic force of the Palatan arrived with them.
The first order of business for the Palatan was to make an effort at negotiation.
The discussion wasn't hard as the Palatan were able to communicate telepathically. The two [BRETHREN] and Palatan conversed thusly and both wer
